Bids & Awards Committee (BAC)

Statutory governance body managing municipal procurement, asset allocation, and systemic accountability metrics within the jurisdiction of Leyte, Leyte.

Pursuant to Section 480 of the Local Government Code of 1991, the Office of the Municipal Administrator exercises operational control, management supervision, and administrative direction over all local government departments. The office charts strategic, mayor-approved administrative frameworks, institutes institutional reforms, coordinates career development, and secures immediate public support controls in the wake of natural emergencies or socio-ecological disruptions.

Concurrently, the office oversees all operational workflows, human resource configurations, and public asset accounts of the municipality, while directing the strategic governance policies and legal transparency mechanisms of the Bids and Awards Committee (BAC).
